There was a symantic, tactical and use of force problem that is still not being fully corrected.

The police were instructed to gain compliance. In Prisons they gain control, that difference can be enormous.

With compliance as an objective, the suspect must comply with instructions. If he's unwilling to comply, and is willful, determined, mentally off, intoxicated or for whatever reason refusing to obey, it's possible to beat him to death without getting compliance. The strike or series of strikes, assess, and instruct, note a lack of compliance and recommence the impact weapons is destructive and looks bad, as it is.

With the objective of control, one provides orders but the goal is to place the individual into restraints and physically move him to where he can be secured and processed-to a cell in segregation in prison or to jail. Instead of demanding a person comply, he can simply be overwhelmed by individuals securing each limb, placing him in restraints and loading him in a car. With a trained team that works together it can be done swiftly. It's abrupt, but it's not a beating and there's no need to keep striking a person waiting for compliance. It's also possible to do without any impact weapons.

I know that most don't care about or don't understand the semantics of use of force, but it's fascinating that the media and public couldn't get past seeing the strikes without seeing them being measured and realize it's a philosophical and tactical problem.

TMZ: Rodney King — the man who was at the center of the infamous Los Angeles riots — was found dead this morning in Rialito, CA. He was 47.

UPDATE 9:27 AM PT — According to our sources, King’s fiancée is telling friends King had been drinking and smoked weed in the hours before his death.

According to our sources, King’s fiancée found him dead at the bottom of a pool.

Law enforcement sources tell TMZ they responded to a call at 5:25 AM PT. We’re told they physically removed King from the pool and attempted CPR.

Our sources say he was pronounced dead at 6:11 AM.

Law enforcement sources say Rialto PD will open a drowning investigation, but so far there are no signs of foul play.
