I think that it is hard to pass judegement without knowing the whole situation. I also think that if the guy is mentally incompetant to the point that he cannot give consent, he is being taken advantage of and his lover should be prosecuted.

When I was in the Army I rose to a rank that I was giving orders and responsible for them to be carried out. An older NCO told me that a leader should not issue orders that he knows will not be obeyed. I don't see how this order can be enforced with out a full time keeper for Alan.

I understand that, but I do not find mandatory sterilization ethical. Whether for physical or mental defect.

If you wanted to offer people with physical disabilities a tax-break or other incentive to forgo biological reproduction I could support that but not forcible sterlization.
