As for the alarmist/crazy question, it's a matter of perspective.
The United States of America is a huge land mass. We are neighbored by Canada (no threat to anyone,) and Mexico. Mexico is another huge land mass, so no one south of their is a land threat. Mexico and the US are on generally good terms, and an ever increasing number of our citizens have ancestry and family there. I.E. the two countries are blending (whether we like it or not.)
A large invasion force is very difficult to deliver by air or sea to a country with high level technological capabilities like the USA.
Switzerland on the other hand is in Europe, the bloodiest historical war party zone on earth, and surrounded on every side by other countries. They are relatively small, and full of wealth. They are a high value target due to their hands in the global financial market. This is one reason they've tried so hard to foster their "neutrality" persona throughout history. To avoid being ransacked during wars. Worked for them during WWII, why not today? This doesn't mean they are ignorant of the dangers that surround them on every side.
The USA is much more capable of defending itself in every aspect. The biggest security threat to US citizens is their own out of control government.
That is a justifiable reason why people perceive the Swiss actions differently.
Prepping is an overall good lifestyle choice though, and reducing dependence on the machine creates a larger store of wealth for hard times.
