It sounds to me like the Russians are playing hard-ball here. I can't help but wonder if this wasn't part of the plan all along.
I'm very concerned that they're thinking along these lines. We already know that Russia has long been one of the loudest voices for ending the Dollar's reserve-currency status. I don't belive this is mere bluster, they know our economic vulnerabilities, (better than most Americans) and sound like they're willing and able to exploit them.
This is a serious shot over the bow, anyone want to guess who blinks first?

“We would find a way not just to reduce our dependency on the United States to zero but to emerge from those sanctions with great benefits for ourselves,” Glazyev said, adding that Russia could stop using dollars for international transactions.
“An attempt to announce sanctions would end in a crash for the financial system of the United States, which would cause the end of the domination of the United States in the global financial system.”
