Traditionally, past Presidents have stood silently in the background and offered help to the current president if asked. The current bunch of past Presidents (Bush, Clinton, OBAMA) are trash. No, deinstitutionalization started after WW2 and was promoted by both Democrat and Republican administrations. JFK was a huge proponent of it and had funding shifted to the federal government so states would start shutting down institutions. All Reagan did was cut funding to the Mental Health Systems Act of 1980 after the law was repealed by Congress.
