When your BOL is empty land

Plans to survive Rocky Mountain winter in a tent?

That's failing to plan, a surefire way to be taken out of the gene pool. With no cached supplies, you won't make it. Period. You can't bug out with enough supplies to make it through an entire winter, unless you have a truckload of supplies for a family.

Shelter, food, water. The order changes with the location. You can build a tiny home on wheels in your spare time, and move it to your BOL. Even a cheap beater travel trailer would be better than a tent. And you will be uncomfortable in a cheap trailer. But if $$$ is an issue, I would first look for an old travel trailer, or several, depending on how large the extended family is. They need to plan also, if they are going to BO to the Rockies.

The great thing is you have a place to go. Now utilize the property and time to properly plan, and begin implementing the plan by prepositioning supplies. Although you have planned to preposition some supplies in an existing cabin, my concern is that the supplies won't be there when you bug out, unless some family member is at the BOL on a regular basis. Thieves have a way of checking out cabins, and I would be concerned about losing the essentials that you intend to store in advance.

If you are serious about bugging out to the Rockies, you could cache several buckets of rice, beans, etc. on the land that will last for years. And bury a good hand saw, axe and maul so you can cut firewood.
