There are two main groups of 22 caliber cartridges to consider in a survial arsenal
1. Rimfire such as 22 long rifle, 22 short and 22WMR or better known as magnum.
2. Centerfire like the 22 Hornet and .223 Remington and the military version 5.56.
Personally I like the 22 Hornet as a survival small game getter. For me a reloader I can load up or down to match the performance of a squirrel popping 22lr or a proven poacher deer cartridge. The 22 hornet is used and has been for a long time by native peoples in the Artic regions for taking game as large a Walrus and Polar Bear. Personally I would want something a bit mor powerful like a 3006.
The .223 remington has a wide range as well and if one has a good bolt action to shoot with reloading the range of 22 Magnum to a 70 grain .224 is available. The .223 Remington is also more available than the 22 Hornet generally and being simular to a current military round more firearms and ammo is available.
The rimfire has and has been argued sucessfully is a serious and priority for a survival arsenal. The harvesting of small game from squirrels to possums may mean meat in the pot. I am of the thought that small game will be around longer than big game after and event and easier and with a better rate of return on time invested than big game. The 22 long rifle is probably the best all round survival cartridge investment a suvival oriented person can focus on because of affordability of ammo and firearms.
The 22 magnum has a place because of it ballistics and and there are several affordable long gun options out there and the very versitile single action convertable 22 long rifle and 22 magnun revolvers out there.
Personally I carry on of these revolvers when hunting.
One can also shoot 22 shorts out of most any 22 long rifle chambered firearm and though they may cost more per round than some lower end 22lr rounds they may be a better lower noise option for popping rodents and pests.

The 22lr and short a old Remington 24 bolt single shot and a Buffalo scout 22lr/22 mag convertable single action revolver. The 22 Hornet a Springfield Scout over 410. The 5.56 a Rock River CAR. Hopefully a 788 some day for the .223

For rimfire id only bother with the 22LR. Easiest to get, one of the most popular cartridges of all time.
