They are an aggressive predator fish. If using artificial lures, cranks and top-waters.

We catch a ton of snakeheads and similar bowfins around here. Usually get them on cut bait when fishing for cats.

Slap a chunk of any kind of cut fish on a carolina rig and let it marinade. If there is a snakehead around he will find it.

I've caught them on a quick retrieve with top water baits, or as everyone has said...they're predators so live bait/chumming will draw them out. And I don't know about specific regulations where you live, but when I catch one, I kill it on site. They can become serious problems to native species both directly and indirectly
