I know that a rifle with a barrel of less than 16.5 inches is a SBR. I was looking at the PPS-43C with a folding stock and a 9.5'' barrel. I was wondering, if I was to temporarily remove the stock, would I still need a SBR permit?

If you purchased it from a dealer you filled out a form 4473 , at least here in the states you don't say where you're from , but as you say it is a pps-43c it was built as a pistol you should be aable to remove the fixed closed stock and it should still be classified as a pistol with the 9.5 in. barrel but when you place an operating folding stock on it ,it will be classified as a short barreled rifle which will make it a class III weapon ,which will require registration with the ATF to be legal

The PPS-43 has a folding stock that was welded in the collapse position so it can no longer be folded out. This means it is a pistol with the 9.5 inch barrel. If you want the stock extended you either need to pay the tax stamp or replace the barrel with a 16.5 inch barrel. http://www.samachine.com These barrels cost about 140 dollars. I think replacing the barrels is a bit complicated so a gunsmith should probably do it.

Do not remove the welds to make the stock operational unless u take the stock completely off or you do one of the two things I mentioned above.

You can remove the stock and it would still be considered a pistol due to it having no stock and a barrel less than 16.5 inches. I don't see why you would want to remove it since it adds to the looks of the original gun.
