23 officers for a town of 2300? That seems like a very high ratio. I know of town here half that size that just use the sheriff department for local patrols and towns twice that size with half of that number of officers.

I'm sure things will get interesting without that police presence now...
One sworn officer per 1,000 residents is pretty common....

That's why police are ineffective in areas where the population doesn't support them. They're way outnumbered. It's now being coined as the "Ferguson Effect."

I think she'll find that contracting with an outside agency will result in LESS control of the police department. Not exactly what she was wanting.

There is also a minimum number of officers needed. Typically as a result of liability issues and insurance. A lot of insurance companies will require at least two officers on duty at all times. Assuming it is a 24 hour department that means a minimum of 11 officers, plus supervisors. So I can see 15 total sworn LEO's at a minimum. Depending on what other services the agency provides or what type of area (high crime/low crime) would also determine how many "extra" officers are needed. If it's a high crime area I could see the need for a detective or two, plus a supervisor in addition to another couple street officers.

+1

What does around DOES come back around, and it's doubtful the young man will suddenly change his wicked ways.

That being the case, it won't be long before Dixon, Jr. will be arrested by the next Police Department as well.

It's unlikely she can do away with all of them.........

I looked into the crimes rate there and Wellston is a higher crime area. The likelihood of having extra officers to perform other duties besides regular street patrol is high.
Of course it is a high crime area, considering at least one city council member is a felon, and her drug dealing son is now allowed to sell uninterrupted by those pesky police.

I view this as a state, even a national emergency. When a drug dealer and illegal arms-carrying mother remove the police force it means that an enemy to the people have essentially usurped authority in that town.

The criminals involved need to be tried for treason punished accordingly.

Some folks simply don't have the intellect to handle positions of leadership, power, and control. They're voted into office for all the wrong reasons.
Hope and Change........... they call it.

Here's more: Disbanding of Wellston police department gives rise to new North County police force It's a St Louis today article and I had to click through several questions to access it.

I can't see how Wellston can use the 'saving money' argument. Don't think they'll ever prove that one. What's mama gonna do when the newly formed new North County Police Cooperative go after her baby?

Excerpts:

...It’s not clear how much the move would save Wellston. Vinita Park and Wellston officials would not provide a copy of the contract Tuesday that established the cooperative to patrol Vinita Park, Wellston and start policing Vinita Terrace beginning July 1.

...Wellston’s former chief told the Post-Dispatch that his beleaguered department had been operating on a shoestring budget, forcing officers to buy their own supplies.

“They have to purchase their own guns, their own ammunition, their own bulletproof vest, everything,” he said. “The only thing they received from the city was a badge and an ID card.”

The officers earned $14 an hour, with no benefits, and even pooled their own money a few times to buy prisoners food when the city wouldn’t pay, Walker said.

As much as I dislike criminals, the fact that officers had to spend their own money to feed them speaks volumes about that City, it also speaks volumes about those officers as well.

$14 an hour isn't even enough for me to get out of bed, no way in hell would I suit up to deal with other peoples problems for that little.
