Places to scavange after the collapse of society?

Some things to consider:

- civilization doesn't just collapse all at once. Expect a slow slide in the most likely scenarios- environmental or financial collapse. Law enforcement /military would still be on the scene. Scavenging most difficult in this scenario.

- civilization doesn't just collapse entirely. There will always be pockets of organization, and these may be a small as many of us seem to envision (squad/family/tribe) on up to entire regions of states that band together for survival (ex., California, Oregon, and Washington, as in the book 'War Day')

- civilization doesn't stay collapsed. The tree always grows back. Some mayor or governor or neighborhood watch group will always start putting things back together sooner or later. (ex., Bearkillers/PPA/Mackenzies/Corvalis in 'Dies the Fire')

All of this would involve claiming and defending resources and territory, making scavenging vs. looting even more of a grey area, and more difficult/dangerous.
