SEOUL, South Korea – The U.N. food agency has warned that millions of North Koreans could face starvation, but a South Korean official said Thursday that Seoul has not decided whether to respond to a request for food aid to the communist country.

Around 2.7 million people on North Korea's west coast will run out of food in October, the World Food Program said in a report released on Tuesday.

North Korea has relied on aid to help feed its 23 million people since natural disasters and mismanagement devastated its centrally controlled economy in the mid-1990s. Famine is believed to have killed 2 million people. The country's food shortage has worsened this year following devastating floods in 2007.

The WFP also said the food shortages have especially affected urban households in areas with low industrial activity due to higher food prices, reductions in public food rations and lower employment.

The food shortage warning comes as the North has ratcheted up its hostile rhetoric against South Korea and its president amid fraying ties.

In August, the WFP asked South Korea to provide emergency aid to North Korea to help it avert a food crisis, but Seoul has not yet responded.

The South Korean government said it would not tie food aid to North Korea's nuclear disarmament, but it also said public opinion was a consideration in deciding whether to send aid.

On Thursday, Unification Ministry spokesman Kim Ho-nyeon said no decision had yet been made.

South Korea has been a main aid donor to its impoverished northern neighbor, but public sentiment has worsened following the July shooting death of a South Korean tourist at a North Korean mountain resort.

North Korea had previously rejected South Korean offers of direct food aid in apparent anger over the new South Korean government's harder-line policy toward the North.

The North warned Seoul last week that it might cut any remaining ties between the neighbors if South Korea continues its policy of "reckless confrontation."

On Wednesday, South Korea denied it had taken a hard-line stance toward the North, calling that view "preconceived or biased."

North Korea is a socialist country just like ours will be once Obama takes office. I wouldn't be amazed to see Obama try to declare himself "dictator-for-life" or some other nonsense after he's been in office for awhile. What I also see happening is the possibility of a food shortage about two years into Obama's presidency. I would anticipate that in the fall of 2010 is when we would first begin to feel the start of a food shortage, maybe 2011 at the latest.

Socialists never think ahead of trouble. Socialists can only react to troubled times once they hit. Take a look at all the previous events involving American Democrats/socialists. Time and again, the problem struck home and then they reacted with too little, too late. Katrina/New Orleans/Nagin and Blanco is a prime example of what happens around socialists. Katrina struck New Orleans hard. While Katrina was hitting home, Blanco played politics with allowing the federal government to ship aid into the devastated area. Once she signed the legally mandated request for federal aid form then the federal authorities were allowed to bring in assistance.

Chicago is another socialist hole that waits until disaster strikes and then reacts. In the summertime, Chicago gets hot. Sometimes the temperatures hit over 100 degrees. This year Chicago was extremely lucky but normally it isn't. In most years, it is not unusual for the City of Chicago, aka: the Daley Democrat Machine, to know that temperatures are getting hotter and hotter. They wait until people start to die from heat related problems before they open up the shelters where older, sick and young people can cool off. In most years Chicago loses between 250 to 400 people from heat related deaths. This year it didn't get that hot so nobody died which was probably a first for Chicago.

So here is my guess: We actually have about 2 or maybe 3 years before we, as a group, will be needing our stored food items. So, if I read things right, you may have until about October of 2010 or 2011 to stock up on things and get ready. After that, we're going to end up like North Korea presently is.....

another example of why centralized anything leads to the detrament of the people since no one is going to put a stop to this perhaps bootleg copies of soilent green could be smuggled in to the central committee packaged with the apropriate communist slogans ofcorse...........

I have a sneaky suspicion that if elected and he tried that, it would be a very, very short life.

The term *Cult of Personality* could have been coined for Kim il Jong and his father, the late Kim il Sung.
Kim 2 succeeded his father to take the reins of power in 1994. He commands the fifth largest standing army in the world.
Kim 1 abandoned Marxist-Leninist philosophy and adopted the philosophy of Juche.
Juche requires that the citizen be loyal to the gov't above all else and to the *Great Leader* as ruler/leader.
When Kim 1 died, thousands of North Koreans committed suicide. They found it inconceivable that their leader had died and could not face a future without him. The same is expected to occur when Kim 2 dies.
Basically, Kim 1 set himself up as a *god-king* and Kim 2 is the same.
If you showed up in North Korea today and handed a bowl of food to a starving person, they would turn to the nearest picture or statue of Kim 2 (and there is always one nearby!) and thank him for the food.
Understand, they pray to Kim 2. They believe everything comes from him, their homes, their food, the very air they breathe.

My darlin' man was stationed in the DMZ for 2 years. He talked to some people that had escaped North Korea. They reported that there is cannibalism going on, especially in the central northern region of the country.
People escape from North Korea to China, as China has more freedoms than North Korea! (Let your brain wrap around that for awhile!)

While sympathy for the starving people is warranted, you have to wonder where all that food that is sent ends up...usually it goes to feed the North Korean Army...and also, look at this (from wikipedia)

In 1978, on Kim's orders, South Korean film director Shin Sang-ok and his actress wife Choi Eun-hee were kidnapped in order to build a North Korean film industry.[73] In 2006 he was involved in the production of the Juche-based movie Diary of a Girl Student – depicting the life of a girl whose parents are scientists – with a KCNA news report stating that Kim "improved its script and guided its production".[74]

Kim reportedly also enjoys basketball. Former United States Secretary of State Madeleine Albright ended her summit with Kim by presenting him with a basketball signed by NBA legend Michael Jordan.[75] Also an apparent golfer, North Korean state media reports that Kim routinely shoots three or four holes-in-one per round.[76] His official biography also claims Kim has composed six operas and enjoys staging elaborate musicals.[77] Kim also refers to himself as an Internet expert.[78]

Defectors claim that Kim has 17 different palaces and residences, including a private resort near Paektu Mountain, a seaside lodge in the city of Wonsan, and a palace complex northeast of Pyongyang surrounded with multiple fence lines, bunkers, and anti-aircraft batteries.[79]

Well if Kim started being a good little commie and stop spending the countries money on material possesions like cars and movies then they wouldn't be starving.

I do not support Communism. I only think if your going to call yourself one and live by the standards of Communism then you don't need a big house, flashy cars or anything other than what you need to survive as Karl Marx explained in his book.

Kim is a poser and lets his people die so he can play richboy.

North Korea is always having food shortages. They spend so much time building nuclear weapons that they forget to feed their people. It's sad, and I will pray for them.
