This is a dumb question but I'm new to shotguns so bear with me please. Can a shotgun with a 3.5 in chamber shoot shells upto 3.5? Thanks

Yes..

2¾" can take 2½" and 2¾"
3" can take 2½". 2¾" and 3"
3½" can take 2½". 2¾", 3" and 3½"

Whether they eject from a semi auto is another matter.

The measurement is made on the shell AFTER the crimp is opened, so the loaded shell will not be the advertised length.

If you have a 3 1/2 chamber it will not be a problem with any available shell.
