Just replace the start cap and try it, cheap. I just got an old dehumidifier running again, had a cap sitting around from when I was building phase converters and trying to balance the legs.

Plug it in turn it on and while it's humming try spinning the squirrel cage and if it starts replace the capacitor.

Give it a smack with a hammer. That seems to work for lots of mechanics.

I have a belt driven grinder the same way. It will run which ever way I turn the belt.

I have a Baldor grinder that the start capacitor is dead but I spin start it to run.
