What's the best way to clean these 4 peice modular sleeping bag setups? Not in a survival situation, prior to that. Are they machine washable?

It should come with care instructions on the foot or the hood of the bivy cover, if not, I have washed the inside two layers in a commercial washer and just mild detergent and a scrub brush on the gortex.

just make sure you DO NOT wash the goretex in a washing machine. the detergents will slowly ruin the seams and will wash away the UV/IR absorbent coating. as a silly trivia, i learnt in NTC a few years ago that goretex hides you from FLIR.
