The Hert(ers) ammo I used to be familiar with was pretty darn good ammo. It would not surprise me if someone gobbled-up their name and started importing ammo under that name ... which seems to be a common practice these days.
Far as I know, most all new Russian ammo, "Herter's", Wolf, Brown Bear, Tula, whatever all comes from the same mega plant complex in Tula, Russia, at least the .223 and 7.62 stuff.I's just repackaged Wolf, it's polymer coated steel cases. No problems with it.
