If you were reactionary than you would not do anything till the "action" actually happened. We are actually preparatory. We prepare before the action. Basically the deference is between a person who goes to the store when they run out of milk and desperately needs some and the person who goes ahead and buys more before they run out. Which is reactive and which more just proper preparation.

Just a little ammunition for those nay sayers.
