If your apartment landlord is anything like mine, he will be absolutely opposed to anyone planting ANYTHING in the existing ground/landscaping. So, I wouldn't just forge ahead with the garden project, assuming it is okay. The property owners may not like it.
However, if you have a patio, or balcony, you can grow an amazing amount of veggies in containers. Check out your local library for books on container gardening. A few weeks/months of reading up on the subject and buying containers at local thrift shops and you will have your basic plan put together.
If you have large sunny windows inside, you might also want to explore growing veggies indoors. Put a table, or other type of surface, in front of the window.......and you can easily grow salad veggies indoors in this space.
