FEMA has declared a state of emergency in Kansas due to Flooding!

Declared June 25, 2011

As we have seen before, a disaster declaration is the needed step to open up the flow of Federal funds to assist with disaster recovery.

This is also the modern phrase used for 'martial law'.

The effected counties are:
Atchison County, Doniphan County, Leavenworth County, and Wyandotte County.

There are numerous emergency declarations in Kansas each year.

Martial law USUALLY is not a part of the process, but it may come about.

Yes, I know.

In an Emergency Declaration, the Federal government pretty much pre-authorizes it. If the local governor wants to pick up the reins, or the local mayor, they can. Like what happened in NO.

In a disaster, the local govt. has the lead.

Other cities, the county, the state, the National Guard, Federal Agencies-to include FEMA are in support of the local govt.

This is how it goes MOST of the time.
