Preferably slim as possible. I wear shorts all the time it's hot down here, and my price range is $20-30.

I've tried those $5 LED lights in the store they suck they always shut off and flicker when you smack it.

I hate those flashlights like sure fire that use proprietary batteries that are about $40 a piece

I'm happy with my Maratac AA, I'd buy another if mine was lost/stolen. For an even smaller size, they have a AAA version. Different material options (aluminum, stainless, copper), most are under the $30 price, but County Comm charges $10 for shipping.. Not sure if you can get it cheaper elsewhere.

I own several 123A flashlights but I'm moving away from them for some very good AA and AAA flashlights. 123A batteries will be less available in a SHTF situation and then it's a pain to recharge them. People may laugh at mag lights but they have been coming out with some pretty darn good lights lately. That will be the direction I'm heading in.

Just a reminder that most LED lights have circutboards on them and could be disbabled in a EMP situation. I also re-recommend AA and AAA rechargeables as opposed to 123A's because of availablilty and recharging.
If the body if the flashlight is aluminum, and the circuit boards are very small, as I'm sure they are, EMP is not going to be a problem. I'm not going into any details here, but I've beaten the EMP topic to death in other threads. For the record, I "play" in that field at work, and have blown up equipment, but never a flashlight that sometimes winds up left in the test fixture for lighting purposes.

My current EDC light is a $10 Nebo I picked up when I visited a gun shop. I've yet to find that price is a predictor of quality when dealing with such a light duty application (light duty is anything that's not weapons mounted) and I use it constantly at work. I buy inexpensive lights because I tear up more expensive ones at work and this one has held up marvelously.

I got two at the same time, and suspect I need to go back and get some more, since they're the best bang for my buck ever. My kids and wife don't do so well with keeping their flashlights at hand, and I like lights I can throw at them cheaply and yet still be decently reliable. Oh, and it's an AA light.

Keep in mind that rechargables lose about 1% of their charge per day, so in 100 days all your batteries will be dead. Get some really good lithiums that will last 10 years plus and you'll be set, plus they will last longer in your flashlight.

I'd recommend spending about double that and getting a tactical light such as a Fenix or 4Sevens. I've seen nearly everyone drop their LED light and break it. That won't happen with a high end light, it will last a lifetime. Buy a good flashlight once or buy cheap ones every year, it's up to you.
