Hi guys, just quick question for folks from Connecticut.

Do any of you folks have an M4? If so, did you build it and use a pre-ban receiver? I'm curious about the legality of this as I seem to get conflicting information from everywhere on this (local gun shops, the state, etc).

Not from the state, however a quick call to the states DOJ office should answer your questions.

I did this when I lived in CA, I think there was one step that was automated (which catagory, mine was firearms), right after that, two rings later I get a PERSON asking what I need.

While irrelevent, my question was if .50 cal AP ammunition was legal in the state. The answer was yes (obviously this was before the ban). Don't ask.

Thanks, I think I may do that. Hopefully there will be someone knowledgeable up there to answer to question. I fear the default response will be influenced by the general Anti-Gun sentiment that is ever present in the state.

Even if you buy post ban parts, if the total equals the definition of an assault weapon, it would be illegal.

Sec. 53-202a. Assault weapons: Definition. (a) As used in this section and sections 53-202b to 53-202k, inclusive, "assault weapon" means:

(A) A semiautomatic rifle that has an ability to accept a detachable magazine and has at least two of the following:

(i) A folding or telescoping stock;

(ii) A pistol grip that protrudes conspicuously beneath the action of the weapon;

(iii) A bayonet mount;

(iv) A flash suppressor or threaded barrel designed to accommodate a flash suppressor; and

(v) A grenade launcher; or

(B) A semiautomatic pistol that has an ability to accept a detachable magazine and has at least two of the following:

(i) An ammunition magazine that attaches to the pistol outside of the pistol grip;

(ii) A threaded barrel capable of accepting a barrel extender, flash suppressor, forward handgrip or silencer;

(iii) A shroud that is attached to, or partially or completely encircles, the barrel and that permits the shooter to hold the firearm with the nontrigger hand without being burned;

(iv) A manufactured weight of fifty ounces or more when the pistol is unloaded; and

(v) A semiautomatic version of an automatic firearm; or

(C) A semiautomatic shotgun that has at least two of the following:

(i) A folding or telescoping stock;

(ii) A pistol grip that protrudes conspicuously beneath the action of the weapon;

(iii) A fixed magazine capacity in excess of five rounds; and

(iv) An ability to accept a detachable magazine; or

(4) A part or combination of parts designed or intended to convert a firearm into an assault weapon, as defined in subdivision (3) of this subsection, or any combination of parts from which an assault weapon, as defined in subdivision (3) of this subsection, may be rapidly assembled if those parts are in the possession or under the control of the same person.

(b) As used in this section and sections 53-202b to 53-202k, inclusive, the term "assault weapon" does not include any firearm modified to render it permanently inoperable.

CT is a weird state, in that the AW ban did not grandfather in everything one might imagine. Pre-ban doesn't necessarily mean legal. I am still trying to get clarification from the State Police detective from Special Licensing and Firearms in charge of advising consumers and dealers on the legality of a pre-ban Colt AR-15 I want to buy. They also ban, for no apparent reason, certain makes and models, while not banning the other manufacturers of the same AW. The idea was to have a law that was not all that restrictive on its face, but to make it almost impossible to comply with in the details. The process is the punishment.

I found some great answers and clarifications on the ctguntalk.com forums. I would suggest checking it out there, I opened up a thread that clarified the issue a ton for me. In short - you can assemble an m4/ar derivative on a pre-ban receiver. It's common practice. JoJos in Southington apparently has a bunch of them on the shelf right now.

remember an M4 is a select fire weapon....illegal in ct unless u owned it before the ban. or unless u have the proper license. but u can buy a pre ban rifle and have all 5 of the good things on it.:thumb:

Connecticut here, I think all the bad things are on the upper here, not the lower, except for the bad pistolgrip of course.
