What is the cheapest semi-automatic 7.62x51 rifle with a QD magazine that is suitable for combat? I've looked into the Springfield M1A(M14) but the price ($1500) is just too much. I've also looked at the AR-10 (and Panther Arms version) since I'm very familiar with the M-16, but it's similarly pricey. I have a nice SKS already but I really want something in 7.62 NATO with an external magazine.

Do a search, million and one post on this. Get a Naget before the prices goes through roof like the SKS's.
Do you mean a Mosin-Nagant? That literally doesn't meet a single one of the criteria I posted above. It's not semi-automatic, not 7.62x51, and doesn't feed from an external detachable box magazine. It's a cool gun that has it's place, and I'll probably be getting one really soon (i.e. as soon as I get back to the States), but it is not in any way what I'm looking for.

My friend has a CETME (don't know if its century or not). He did have to file a little bit off the top of the $.99 magazines, but he tested them out at the range yesterday and they worked fine.

The Century "CETME" clone has been plagued by problems since day one.
The sights are sometime not adjustable (I know, it sounds crazy, but I've seen 'em that way...) and the general quality of the rifle is quite poor.
If you want to pick one up, look it over well before purchasing it.
Check and make sure that the sights are adjustable, and make sure that it functions with the type of ammunition that you plan on shooting.
If they function properly, they can be a dream to shoot...Just make sure you don't get one of the problematic ones...

If you can find a good running, in spec cetme, it is a good rifle. Those are few and far between.
Mine was ok as far as how it ran but I had to grind down one side of the rear site and shim it over to one side because I could not adjust it any further to get it to POA.
The bolt had been ground down by century to get the bolt-gap in spec. so I would have had to get a new bolt and turn & repress the barrel to get the bolt gap the way it was designed. Because of the delayed roller locked action of the rifle. Bolt gap is important to the saftey and function of that type of action.
I got the gun years ago when they were on sale in the shot gun news for $299. I traded it in on an FAL a year or so ago. The guy gave me $500 in trade so I think I did pretty good.
Be aware of anything made by century.

AR-10's and SA M1A's are quite expinsive.
A FAL seems to be the ticket for your criteria. Although the mags are starting to have a rise in price.
Sometimes PTR-91's can be had for a deal.
CETME's seem to be hit or miss. And I've seen far more that were nearly useless, than ones that were up to spec.

When considering a potentially life saving weapon "cheapiest" is not something I would have in my criteria for purchase. I know money dosent grow on trees, but I stand firm on my philosophy of "buy once cry once" save a lil more an get something you really want you be alot happier with your purchase.....

I am with this person. If you life isn't worth buying something that will withstand abuse...why waste your time and money? I don't see any reason not to research and find a good bang for your buck, but I wouldn't use price as the top reason to purchase X over Y brand.
We all have budgets and those that say they don't are lying. Buy the best quality you can afford.
For under $1k, your best bet would probably be the PTR or the FAL. Having owned an HK91 and (2) FALs...I find the FAL to be a better rifle overall. Both aren't the best for optics, but you can add optics to both rifles.

Well, it's not a "battle rifle", but have you checked out the Saiga in 7.62 NATO? Rock solid reliable, chrome-lined barrel, and a price tag of somewhere around 600 bucks. I keep seeing good reviews on these guns.
