Yes, there are a few bolt action x39 rifles out there, they are pricey and not common.

7.62 X 54R = Romanian PSL. Not too cheap though, and basically a stretched and fortified AK action.

 

You also have the VEPRs in x39 and x54r, and the VZ-2008 in x39.

the only single shots im aware of that'll fire those rounds are the T/C single shots with barrels available

 

Hard to find these, its an AIA M-10 in 7.62X39. Made in Australia on newly made Enfield actions. Uses AK-47 magazines. Wonderfully accurate and cheap to shoot. All steel, chrome lined bore, teak stock, peep sights, and scope base included. Roughly patterned after the Enfield #7 Jungle Carbine and just as handy.

 

If you are looking for something more accurate you should look into a Finnish Mosin. Still based on the Mosin action but reworked by the Finns with different barrels, sights and stocks. My buddy gets MOA out of his WITH mil-surp ammo and better then that with handloads.

 

None of those Russian rounds have much to offer compared the the American pantheon, so no, not many rifles outside of Soviet Bloc milsurps exist. I sure wouldn't be out combing the bushes, when superior technology (never mind ammo availability) is staring me in the face.

 

I really like my Robinson Arms in 5.45x39. Also have the conversion kit in 7.62x39.
