It only happens for me when the ad changes. The only problem it gives me on my phone is when it changes while I'm trying to tap a link to see the thread. Otherwise, it really doesn't bother me.

I don't think anyone is complaining about a Cabela's ad.That is an expected ad for normal users; you can help support the community by subscribing to a Premium Plus Membership to see fewer ads.

They're complaining about being unable to complete a post because it keeps getting refreshed while they're trying to type.
The solution is a better programmer who can improve the performance of your website so that more people will use it (and see the ads).
The solution is not forcing everybody to buy a membership, which will just mean fewer users. Fewer users mean less free content and less income from ads.
You get content for free. You don't pay the moderators. Hosting isn't that expensive. Why drive away potential viewers with obnoxious and often non-targeted ads?
Here's a hint: I am not in the market for a solar-powered flying car - but I see that ad every time I read a thread on this forum.
