i'm starting my research on an army poncho for my BOB...but I dont know much about them.

I have a medium Alice pack and a GI poncho. For use in the military, does the poncho go over pack also or does the poncho go on first and then the pack? With poncho over, it protects pack too but if anything needed out of the pack it would be a wet pain to try to get to the pack. The other way...
