If you are looking for defensive use buying bags of sand from a big box store may be cheaper depending on how much sand you need. Another solution is getting the bags and then filling them with soil from your yard if you need a makeshift barricade or billet stop.

I was wondering, wouldn't be possible then to build an above ground shelter, by stacking walls of sandbags, putting some heavy poles on the roof, more sandbags over this roof and covering everything with a tarp?

If you have the time and your laying out sand bags for extended period of time after they are stacked throw a layer of dirt over the top to reduce the sun on the bags

Stack old tires 6 to 8 ft high and fill with sand or clay makes a good bullet stopper.
