My conclussion is the ATF and federal firearm laws are still stuck in the stone age. The ATF is a tax organization and regulates everything based on point of sale of complete factory built weapons.

Its not just building and modifying the AR15 rifle they failed to capture. They failed to keep up with precision manufacture, and the sale of interchangable replacement parts such as barrels and trigger groups for nearly all semi pistols.

...then they made the mistake of positioning themselves as pseudo-legislators, attempting to interpret laws for us that are general, vague and outdated. So when they try to hold to the letter of the law, we can too - hence pistol braces, binary triggers, the Mossberg Shockwave...

How does this confusion over what is the receiver benefit us? Right now I can take an 80% lower and finish it for my own use without a serial number. If the upper also becomes a serialized part of the receiver, there is no practical way that I can finish an 80% upper. Considering an assembled upper as non-gun works very well for most of us that like the modularity of the AR system.

Yes, it throws a wrench into legal works. It is likely to confuse gun grabbers as they try to use it to outlaw guns, resulting in more nonsensical laws. This will lead to both more hindrances and opportunities as gun makers and their lawyers explore the loopholes. It will also torque the ATF even more trying to put forth a rational explanation of what a gun actually is. This upper and lower receiver business doesn't translate well from the AR to other weapon platforms.

I suspect more regs at first as the ATF tries to grapple with the change, to be followed by more lawsuits that take a cheese grater to those regs. The end result is anyone's guess when the dust settles.
