A tool that did not exist until fairly recently for localized wind data that might be useful is the mass fielding of electronic weather stations.

The things are all over the place gathering and storing ground level wind direction and speed (and precip). Davis is the brand I'm familiar with. Thousands of them across the country. Every FD in my county has one. Each station also has historical info. As is teathered to an PC with internet link survival of the EMP generated you nuc/nucs likely may be in issue however.

Perhaps?? possible to download & store local historical data from applicable Davis stations? I assume upper level winds (jet stream) have a more consistent pattern across a year?
