Another attack on firearms...ammo will likely become more expensive...

"Publication of the change in classification in an industry newsletter without advance notice has left manufacturers scrambling to determine what standards ATF will allow for alternate storage and record keeping and to obtain permits for unlicensed storage vendors. In the meantime, manufacturers and importers are violating federal law, as ATF allowed no grace period for coming into compliance. We note that ATF has authorized such periods in the past when changing agency positions. For example, see ATF’s November 12, 2010 Open Letter regarding explosive pest control devices."

Default ATF Rule Will Drive Ammo Prices Through The Roof

A new ATF ruling that went into effect yesterday, with no prior notice will disrupt the supply of ammo. The ruling reclassifies smokeless powder as a "high explosive". Suppliers are not equipped to handle smokeless powder under these new rules.

Could it be that the various government agencies buying large amounts of ammo were not actually preparing for some type of SHTF scenario but instead preparing for the ammo shortage they were about to create?

Well, since I commented in the other thread:

When is enough finally going to be enough? This has the real possibility of cutting off the ammunition chain across the country overnight, and everyone is focusing on the election instead.

So this is basically the same as the Mass AG interpreting a law a certain way. The ATF is changing the interpretation of a regulation with no notice.

Bad news for reloaders, lots of issues with storage, home owners insurance, transport costs, availability, ect....

Just ordered $1000 worth of powders...just in case. Didn't get first choices in very many caliber's accuracy powders. Now, I will see how much gets shipped.

My first thought is: I'm getting really sick of having things dictated to me on things I had no voice in. The whole issue is becoming eerily similar to legislative issues of the late 1700s.

Other thoughts are does this effect an assembled round or just power in its raw form? If that's the case will this fail to effect imports? What will the military and government do when their the only ones buying domestically produced ammunition and it's priced accordingly?

Honestly I don't see this whole thing lasting, but it's still a slap in the face.

Does anyone have an actual link to the actual ATF ruling. Nothing I can find actually links to that.

Yep, they changed the rules literally overnight...this even affects ammo for the military...

I don't believe so...it has to do with the storage of wetted nitrocellulose before it is used in cartridges...

It will affect imported Wetted Nitrocellulose and how it is handled at ports and then the storage of it once it leaves the port headed to storage in the US. It will also require a "special" license/permit to handle now that it has been reclassified...

Here is the ATF rule. (Page 2 of the newsletter)

"ATF was recently asked about the status of
nitrocellulose under the Federal explosives
laws and regulations. “Nitrocellulose
explosive” is on ATF’s List of Explosive Materials. ATF has
determined that nitrocellulose containing greater than
12.6 percent nitrogen is a high explosive under 27 CFR,
Part 555 (nitrocellulose containing 12.6 percent or less
nitrogen is generally not an explosive material under
Part 555). Therefore, it must be stored in a type 1 or type
2 magazine. We are aware that the U.S. Department of
Transportation may assign a nonexplosive classification
to nitrocellulose when it has been wetted with water or
alcohol. This is based, in part, on the diminished likeli-hood
of explosion in a transportation accident.
Because the nitrocellulose retains its explosive characteristics
when the water or alcohol is removed, the wetted nitro-cellulose
remains a nitrocellulose explosive, .... "

That's super vague, seems more like an ATF paper pusher got a letter googled some stuff and made a ruling without really knowing what he was talking about.
