This is an interesting one. The idea is to create a small WiFi mesh network with rather cheap devices dubbed as DUCKS. People can connect to network and access SOS service in a situation when phone lines and internet service don't work.

Project's own website explains this much better than I can, so if you are interested - check it out.

While I was typing this and thinking that these devices could be dropped from a helicopter or just pre-install in houses in flood prone areas - same ideas were said aloud in that video.

A bit of an old idea as Motorola built similar mesh systems in the early 2000s. Problem with this application is that when a disaster like a hurricane hits you generally loose power and internet over a wider area. Mesh nodes as described in this project only have a range of a few hundred feet. Even less if not mounted on a utility pole. Powering is also an issue. Each AP would need a solar panel and clear weather unless normal grid power is still up.
