Yes, many people prefer the top (male) part of the flower steamed.

I have cooked and eaten both. The upper portion is more nutritious (ie: 4x the Vitamin C of an orange) but they are both good if harvested at the right time. I blanch them, freeze them and normally cook them in a pressure cooker for several minutes then serve them with butter. You can't eat the stick that runs through the center. I have not figured out a way to get it out except to eat around it.

They are very good with a little butter.

Cattails are my favorite wild edible because so many parts are edible - tops, roots, stems and pollen.
