He signed it right before deer season and THEN states it won't go into effect until after the Game Commision comes up with clarifying rules SOMETIME!

There will be serious roadblocks to authorizing semiauto rifles for deer hunting. Including hunters who want to keep the rifle season the way it is. I would expect perhaps small game and varmint hunting to be permitted. And the usual model for the Game Commission is to study the heck out of it and then come up with a hairbrained plan based on random wildlife zones. You might have to travel to say Potter County to use your semiauto on deer.
