Default Airforce Using Cargo Planes as Stand-off Munitions Vessels

Lately, I have been getting articles in my feed on cargo planes using palletized parachute munitions

Seems like a crude delivery system for MOABs and Daisy-Cutters

But for stand-off guided munitions, out of harms way, makes a lot of sense
Rather than making it a science project, use old school
Cargo plane, pallet, parachute, and a sophisticated guided munitions aka CLEAVERs
I like it

IMO it's a good idea.

The Army has been somewhat shafted by the Key West agreement, and should be looking for ways to work around it.

Roll-on/roll-off modules which temporarily convert cargo planes into precision bombers or missile trucks seems very appealing.

It remains to develop a good solution on a budget small enough to not get caught out by Congress. Everything I've heard of so far has been very ad-hoc.
