I received this email, did some searching and found the bill here: http://info.sen.ca.gov/cgi-bin/postq...use=B&site=sen

I have seen some debate about this, but it is still difficult to get a CCW in many cities and counties due to political bull from police chiefs and sheriffs not seeing a need for one.

So, to make a long plead short, please help your fellow Californians obtain the right to concealed carry by taking the action requested in this email.

The people of the State of California do enact as follows:

SECTION 1. Section 12050 of the Penal Code is amended to
read:
12050. (a) (1) (A) The sheriff of a county, upon proof that
the person applying is of good moral character, that good cause
exists for the issuance, and that the person applying satisfies any
one of the conditions specified in subparagraph (D) and has
completed a course of training as described in subparagraph (E),
may shall issue to that person a license to carry a pistol, revolver,
or other firearm capable of being concealed upon the person in

A bill which would change California law on CCW, effectively making the state "Shall Issue" and removing the arbitrary discretion of Sheriffs to withhold permits for political reasons, AB 357, has been referred to the Public

An act to amend Section 12050 of the Penal Code, relating to firearms.

LEGISLATIVE COUNSEL'S DIGEST

AB 357, as introduced, Knight. Firearms: license to carry concealed firearm.

Existing law authorizes the sheriff of a county, upon proof that the person applying is of good moral character, that good cause exists, and that the person applying satisfies any one of certain conditions, as specified, to issue a license for the person to carry a concealed handgun, as specified.

This bill would delete the good cause requirement, and require the sheriff to issue the license if the other criteria described above are met.

By imposing additional duties on local law enforcement agencies, this bill would impose a state-mandated local program.

The California Constitution requires the state to reimburse local agencies and school districts for certain costs mandated by the state. Statutory provisions establish procedures for making that reimbursement.

This bill would provide that, if the Commission on State Mandates determines that the bill contains costs mandated by the state, reimbursement for those costs shall be made pursuant to these statutory provisions.

The Shall Issue bill, AB 357, has been referred to the Public Safety Committee. Please call and tell these people to VOTE YES for AB 357.

An important thing to note to legislators is that the "may issue" policy is discriminatory at best, and racist at worst.

Joe the farmer in a rural county who knows the sheriff, might not have trouble getting a CCW... but the single mom living in the ghetto won't be able to carry because the local urban P.D. "doesn't see the need." Or, the mayor may have requested that the sheriffs in their district not issue any CCWs. Talk about institutionalized racism...

Just finished my calls for today

Curt Hagman's office informed me that he is in SUPPORT

Fiona Ma's office informed me that an analysis has not been published yet, so she hasn't decided.


In all it took about 5min to call all 7 of them.

Curt Hagman's office also informed me that they had recieved over 300 emails and phone calls supporting this bill.

Hello to all,
This email comes to let you know that AB357 CCW's (Knight - R) has been rescheduled in the Assembly Public Safety Committee calendar schedule for April 21, 2009. Time: 9 am in room 126. (First floor, North side of the Capitol in Sacramento)

Tell your friends and keep encouraging contacting their Assembly persons and the committee with calls, letters and more importantly personal visits and eye to eye contact.

For anyone who can, Please attend the hearing and be a presence in the room for this freedom! Our Lobbyist, Sam Paredes will be there to testify against this bill.

I do not have everyone's email and everyone does not have email, so it is up to you to forward this news on to those who care and will act.

I am being asked for ideas for action to take so here are a few:

Ideas: Thank you for your action.
1.)Please notify all others you know to do the same. As a note: emails are the least effective way to influence the legislature.

2.)Some are writing hard copy letters to the legislators and also sending letters to the editor in their areas.
3.) Phone calls to all are good, the committee and your own legislator. Links and list below.
4.) Appearing at the committee hearing on April 21 is the best thing to do. Pack that room, and melt the phone lines.
5.) Call the author for what you can do in your area to be a help.
6.) If your legislator is on the Committee, really put the pressure on.
7.) Contact the influencial persons/resources in your area to make contact with the legislators, solicit support of your law enforcement and county sheriffs.....
