Question Entrenching Tool Pouch as a Holster?

I was curious about this idea. I don't have an E-tool pouch, but hoping somebody here did and could test it out for me.

I've got a S&W Victory 22 (5.5 barrel) and was wondering if this pouch would make a good inconspicuous "holster".

My concern was that it may flop around with too much room in the pouch. But then I was thinking I could sew a full panel of Velcro on the back and use a Velcro strap inside to kind of secure it.

The Victory is about 9 1/2 long but 5 1/2 wide and an inch thick.

Can anybody test it out with a similar pistol?
