Don't forget to write your reps and thank them for passing SB12 and also the governor for following the state constitution.

Jef_NH I am quite certain that this will be signed by the Governor before the end of the week - If I understand the timing of when it arrived in his office, I think if it is not signed by Wednesday/Thursday it would simply become law without his signature - but if I were a betting man, I'd bet it will be signed.

Without divulging too much on exact locations - The City has already been sued over the "Shall Issue" Issue, and the courts have upheld their tactics.

The Application, issued by the NH State Police (not the city), has a place for 3 references which the City contests MUST be vetted or else they haven't provided all the info "required" to issue the permit - need to dot every "T" and cross every "I". They have 15 days to issue, or deny, and have taken the position that should any of these references not respond, get lost in the mail (no phone or email or scans allowed here), "now what did I do with those forms...?" and 15 days is here, they're required to deny it for incomplete/inaccurate information. A denial makes it more cumbersome to re-apply and get one (one of the first questions on the SP Application is whether you've ever been denied a Permit).

But wait!.....You have an option!.....you can waive your right to the 15 day limit - giving them (within reason) no real time limit in which to respond. My guess is that after 3 or 4 "attempts" to get reference information, they hope you'll just go away.

Complete Goat Rope, but I feel you tend to attract more flies with Honey than Vinegar, so I'll patiently wait........for this or Constitutional Carry to be signed into law.....

recon NH people this has to be done today! Email the Governor to support the bill for concealed carry. The bill is SB12. Be nice and either call or email him to tell him to support this bill. It's not a done deal yet. Bloomberg and some cronies are trying to derail this.

If this is true your chief is breaking the law and you should call a firearms attorney yesterday. We are a shall issue state and the chief has only 14 days to issue or deny the permit. On day 15 the chief is breaking the law. You should hold them accountable just as they would hold you accountable if you broke the law.

Having watched these before (including cases of them being passed without signed), the day counting can be a little tricky to tell from the status. The last status that gets tracked is enrolled but after it is enrolled it is sent to the gov and the clock starts ticking then. Typically from what I've seen in the past, it gets to the gov the day after it is enrolled (with weekends sometimes messing that up). The constitution also excludes Sunday - so my best guess is that he would have to sign it, veto it or let it pass on Wednesday without his signature.

My money is that it will be signed on Wednesday.

What town is this?
NH is SHALL issue. Not may issue.
What BS is it that's holding you up?
Never had an issue in my town.
Brookline is ON the Mass border. If there's a place it might be a problem it's in this neck of the woods.

On to Constitutional carry.

If no action is taken in 5 business days. This becomes law.
It's been more than 5 days. After looking up the status of SB12 online it says "Enrolled".
I assume that means "Enacted " .

escape Liberties should not be obstructed by geographical location.

The bill has passed, it just has to be signed into law by the governor. However from my understanding, if he waits too long to sign it, the bill will automatically become law. If that's the case it will show Sununu's true stance on the 2A.

GOA warned you last week how former New York City Mayor Michael Bloomberg would spend part of his billions to defeat this bill.

Well, one of Bloomberg's subsidiary groups -- misnamed as Everytown for Gun Safety -- is generating calls into the governor's office.

And if our past experience with Bloomberg's Everytown group is being repeated here, they are even generating the calls from out-of-state.

Joining the anti-gun Everytown is the anti-gun New Hampshire Association of Chiefs of Police (NHACOP).

A gun group that GOA works closely with in the state, the New Hampshire Firearms Coalition, has informed us of what NHACOP is doing.

These public employees are using their official titles -- as well as your tax dollars -- to lobby against your gun rights.

NHACOP is writing letters to the editor ... issuing press releases ... and appearing in uniform to lobby ... all in an effort to kill Constitutional Carry.

This is outrageous!

And this is why I need you to call Governor Sununu right away at 603-271-2121.

Then, I need you to distribute this alert to as many pro-gun people as you know.

I've included Talking Points below to help you formulate some hard-hitting points, although I realize you probably don't need them.

I'm trusting that your passion for the Second Amendment can deliver the message clear enough: "Please support my Second Amendment rights by signing SB 12, the Constitutional Carry measure."

The Talking Points are just extra fodder for you.

Talking Points for Gov. Sununu

1. There are already 12 other states that allow for Constitutional Carry, and they are 12 of the safest states in the country.

Two of the first states to pass Constitutional Carry in this century were Alaska (2003) and Arizona (2010). Both states saw their murder rates decline by 30% in the first five years their permitless carry laws were in effect.

Vermont has been a Constitutional Carry state since the beginning of our republic, and it is frequently ranked as the Safest State in the Union.

2. Over 90% of police nationwide support the principle of concealed carry for law-abiding citizens, according to a PoliceOne.com survey.

And law enforcement in states like Idaho and Maine have stated their public support for Constitutional Carry.

3. New Hampshire already has constitutional carry for Open Carry. That is, one doesn't need to beg permission to carry a handgun openly. So should a person, who is carrying a gun openly, become a criminal for pulling his shirt or jacket over his weapon? Or should one become a criminal for stepping into a car with a loaded gun openly displayed on his or her hip -- something which is currently illegal today? No, and that's just some of the reasons why we need SB 12 signed into law.

4. Finally, it's important to remind Gov. Sununu that this bill will not let criminals carry guns. After all, it is illegal for them to do so, even though they already carry guns illegally!

240Geezer I'm really hoping this passes. I have my CCL and have for awhile. The bar is pretty low here but that's a good thing.
Another observation is that considering the uptick in gun ownership and CCLs there hasn't been a significant increase in accidents or arrests for yahoo type brandishing or threatening.
Here you're not required to pass a handgun course or get training as a prerequisite to the permit. Cost is $10. Process is simple. Wait time is about 1-2 business days.

Probably about a week. In NH, if the governor takes no action within 5 days of it hitting his desk, it automatically passes. However, there are some administrative steps that happen before that clock starts ticking.

Gov. has already said he would sign it - so while it is not a done deal, it is very likely.

As for reciprocity - no change. We still retained the option to get a permit (but increased it from 4 to 5 years) and cleaned up the language to make it more explicitly shall issue. I suppose the language cleanup for license issuance could result in some state deciding we are not strict enough but that seems unlikely given that we were already considered a shall issue state before and the language cleanup simply removes a final bit of wiggle room.

steve marshall How long before we find out? Think about it, right now, as NH resident, I can go to any of the top tier of New England without issue. If this passes that means Vt and Maine residents can do the same. If it does pass, what will happen re. reciprocity with other states?
