I have a pack that is one 60L compartment and use silnylon bags of different sizes and colors with plastic bread bag ties to mark what is in each bag.

Like fire stuff in one bag, toiletries in another, first aid in one, headlight & spare batteries in one, food in one, pot set containing stove/fuel in a bag, and so on.

Don't know if that is something that would be feasible for you or not, ymmv?

At the top, inside of the assault pack, there are a couple of webbing attachment loops. What are they supposed to be for?

It is a nice pack, I just wish it had some kind of internal pouch or pocket.
