Cupola with a (replica) old-fashioned weathervane on top. Camera in the body of the weathervane. Very stylish.

+1 on the cupola - just make sure you can access it from the attic. Build a platform under it and get a rotating bar stool to sit on so you can easily rotate to keep an eye out. You could also put some cameras up there for unattended viewing. If you're planning on using it as a shooting nest make sure you can fit and move your preferred firearm in the available space.

Depending on the style of the house being built you could also look at a widow's walk - basically a small deck on the top of the roof. They're quite common here in New England, especially near the coast. Captain's wives used to use them to keep an eye out for their husband's ship coming home.

Another option would be a skylight deck - something like this:
