We live in suburbia and we just got a new reverse-osmosis treatment center, per EPA standards, they also have to treat the water with a small amount of chlorine before it is dispersed. I'm not sure on the size of the things but my wife is a chemist for that plant and also the waste water plant and from what she tells me; their emergency training only goes so far because despite the one million dollar containment system, anyone that is inside the facility when there is a spill that lasts even 5 seconds, due to the pressure that the system is under, it will put out enough to kill everybody inside.
You are putting out some VERY false information! Chlorine is very deadly and even in the most simple industrial settings, can kill you! I have family that was around in that MO spill and I am told that most were saved because of the way the wind was blowing...it gave them time to get out. As for the fire-fighters, they are not wearing gas masks...their systems are designed to work in conditions devoid of O2, HINTS THE FRICKING TANK ON THEIR BACKS!
If you are trying to find a system for long-term use, you'd do better off spending your money on an SCBA kit and a bunch of activated carbon suits, duct tape, rubber boots and gloves, and tyvek suits for an outer layer. You can get a few surplus Israeli (m15 i think?) masks that will do OK enough to buy you some time in smoke or possibly CS/OC gas. I remember our masks not being worth a crap in military and corrections officer training, in CS ...i have a sneaking suspicion that was on purpose though.
