I would point that out in your negotiations... :D
It's not a violation of 922r unless HE added the 20 round mag, otherwise he was not the "assembler" and possession and/or purchase is legal even it the gun was not compliant at the time of purchase.

and every time he cleaned it he "assembled" it.

It's all silliness, but generally it's stupid to discuss breaking federal law on the internets. Thats too many stupids at once.

This is an aftermarket part, so if you want an unmodified weapon this is not for you. If you dont mind it being modified it might be a good set up depending on the brand of detachable magazine. Tapco makes an SKS 20 rounder that works pretty well from the reviews i have seen. In fact I just purchased a chinese SKS and will be picking up some of these mags along with a Tapco intrafuse T-6 stock. hope this help you with your decision.

Not all 20 mags are after market. Russia, China, NK and others are known to have manufactured 20 rnd internal magazines.

But keep in mind that anything greater than 10rnds means you just expose yourself even more when hunkering down on the ground.

Also see if the SKS in question is import marked, that can tell you alot.

Wrong again, batf also has a letter stating that cleaning and routine maintenance is not considered assembly.

BATF clarifications on "assembly" vs. possession or purchase and clarification on whether routine maintenance and cleaning is "assembly".
