Default Does anyone know this book

This is a book I read, enjoyed and loaned out and of course lost when it was not returned. The best I can do is try to describe the plot and hope someone else is familiar with this book.

It took place in the Pacific Northwest (USA). The only books to survive were in the library of a couple of women, who wrapped the book in tin foil. The library was in an underground room in a community.

Sorry, wish I could offer more info. Been trying to find another copy of this book for quite some time, a decade at least.

Does it sound familiar to anyone?

It might be the novel, The Postman, by David Brin (very different from the movie).

I don't recall the foil, but could it have been "A Gift Upon the Shore"?
