Select-fire firearms were grandfathered in the hughes amendment in 1986 I don't see any reason why all firearms produced before any hearing protection law took affect couldn't be done...

I see it as more of range policy after a hearing protection law took affect ie the rules might state you have to use suppressed at government operated ranges such as state and county ranges of course if you have your own private place to shoot it wouldn't matter...

I think I read an article on a firearm blog not long ago that even the military is wanting go with suppressed rifles...
