Hey Fuller, Im sorry to be responding to your post so late. School was a bitch and a half, & I really needed to focus on it. Here is my answer to your question.
Its common Armed forces Protocol. Lets say SHTF. The armed forces roll in & instill martial law. All alcohol is destroyed to prevent people from getting unruly. Next, they tally up the perishable foods in stores (i.e. veggies, fresh meat) and that will be distributed among the people. Then, canned goods and things like sugar and salt (because they necessarily cant perish, are rationed. If You think about it, its common sense.
